Any tree removed under this chapter shall be removed at ground level or lower. If a tree is removed below ground level, the surface will be restored to finish grade and any re-growth which occurs shall be promptly removed. Any failure to comply with this requirement is declared to be a nuisance and subject to removal by the City pursuant to the terms set forth in AMC 9.08.190; and is a violation of the nuisance chapter subject to the penalties set forth in AMC 9.12.060.
