Open spaces identified on the Neighborhood Plan Proposed Secondary Zoning map shall be developed as part of a specific project approval. If the project is proposed to be developed in phases, 50 percent of the area of the designated open space shall be developed in the first phase with the remainder of the area to be developed prior to building permit issuance for two-thirds of the project’s units.
