The standards set forth in this chapter are minimum standards. This chapter does not mean or imply that compliance with this chapter by any person will ensure that there will be no contamination, pollution, or unauthorized discharge of pollutants into waters of the state by a responsible person. The property owner is ultimately responsible for all conditions on or created by the owner’s property. This chapter shall not create liability on the part of the City of Ashland, or any agent or employee of the City of Ashland, for any damages that result from a responsible person’s or property owner’s reliance on this chapter or any administrative decision lawfully made under this chapter.
