This chapter may not be used to allow a use that is not in conformity with the uses specified by this chapter for the district in which the land is located. Chapter 18.5.5 does not apply where this chapter specifically provides for exceptions to development standards (e.g., exceptions to the site development and design standards, solar setback, street standards, hillside lands development standards, wildfire lands development standards, water resource protection zone standards).
