A. The City Manager is delegated authority to determine the validity of, and grant non-monetary compensation for, claims filed under section 12 to 14 of Measure 49 after June 28, 2007. The City Manager may not authorize monetary payment for any claim, nor may the City Manager award transferable development credits.

B. The City Manager may forward any claim to the City Council for resolution if the City Manager determines it would be in the public interest to do so. The City Manager shall forward a claim to the Council for a decision if the City Manager concludes that payment of monetary compensation or an award of transferable development credits is an appropriate remedy.
