A. It shall be unlawful to operate or provide services as a vehicle for hire agency or vehicle for hire driver in the City without a valid permit issued pursuant to this chapter.

B. It shall be unlawful to refuse service to a person with a disability.

C. A violation of subsection A of this section is a Class I violation. A violation of subsection B of this section is a Class I violation. A violation of any other provision of this chapter is a Class II violation. Each day that a violation continues shall constitute a separate violation.
