Whenever the Police Chief or any member of the Police Department, on the written order of the Police Chief, a copy of which order shall be left with the secondhand dealer or pawnbroker, shall notify any such secondhand dealer or pawnbroker not to sell any property so received on deposit or purchased, or permit the same to be redeemed, said property shall not be sold or permitted to be redeemed until such time as may be determined by the Police Chief, not exceeding fifteen (15) days from the date of the notice aforesaid.
