All City fees and charges specified in this ordinance and implementing resolution shall be monetary obligations in addition to, and not in lieu of, any other State or County assessments. Such local fees and charges, together with State and County assessments shall be added to, and shall not be deducted from, minimum fines specified by state statute or local ordinance.
