The fees paid and collected by virtue of this Chapter of the Ashland Municipal Code shall not be used for general or other governmental proprietary purposes of the City, except to pay for the equitable share of the cost of operation, administration, maintenance, repair, improvement, renewal, replacement and reconstruction of the local transportation network of the City and the construction of pedestrian facilities including handicap access and bicycle facilities and costs incidental thereto.
