The Ashland Civil Defense Agency shall have a director who shall be appointed by the City Council to serve at its pleasure. The director shall have the duties and powers provided in said Oregon Civil Defense Act of 1949, as amended, and shall have direct responsibility for the organization, administration, and operation of said agency, subject to the direction and control of said City Council.
