The Director of Community Development, subject to the approval of the City Manager and City Council, shall organize and maintain such divisions in said Department as the operation may, in the judgment of the Director, require, and shall be responsible for the supervision and control of all divisions of said Department and for the performance of the functions herein assigned to said Department. The Director of Community Development shall be the ex officio Secretary to the Planning Commission, Historic Commission, Economic Development Commission, and Citizens Planning Advisory Committee.
