The Director of Finance, subject to the approval of the City Manager and City Council, shall organize and maintain such divisions in said Department as the operation may, in the judgment of the Director, require. The Director of Finance shall be responsible for the general supervision and control of all divisions of said Department and for the performance of the functions herein assigned to said Department.
