The Commission is established and shall consist of nine (9) voting members including one representative of the solid waste franchisee for the City; and one representative from Southern Oregon University; and one representative from the Ashland School District; and six (6) other voting members. At least five (5) of the other members shall reside within the City. The primary staff liaison shall be appointed by the City Manager and shall serve as Secretary of the Commission. Voting members shall be appointed by the Mayor with confirmation by the City Council.
