In the public interest, health, safety and welfare, it is declared the policy of the City Council that it is under no obligation or duty to furnish on demand, utility or other City services to areas re-zoned, subdivided, or annexed when it is structurally impractical or financially not feasible to do so; that building permits, acceptance or subdivision plats, or other project authorizations shall not be issued unless and until such practicabilities or feasibilities are achieved.
