All revenues received from the electric operations of the City of Ashland shall be deposited in the Utility Fund of the City, and shall be segregated, for budgetary purposes, from all other utility revenues of the City. Beginning July 1, 1982, all revenues received from the electric operations of the City of Ashland shall be deposited in the Electric Fund, which is hereby established on that date as a special revenue fund of the City.
