If relocation of service or distribution facilities on or adjacent to customer’s premises, including City-owned transformers, is for the convenience of the applicant or the customer, such relocation will be performed by the City at the expense of the applicant or the customer, provided applicant or customer pays in advance a nonrefundable sum equal to the estimated installation cost of the relocated facilities, including operating expense, plus estimated removal cost, less estimated salvage and less depreciation of the facilities to be removed.
