If the condition of any item in the City right-of-way, including any street or sidewalk is such that it creates a risk of serious injury to the persons or property, the Public Works Director is authorized to pursue summary abatement in accordance with Chapter 2.31 and to charge against the responsible owner/operator the full costs of such abatement.
