The form of the application for occupancy or encroachment on sidewalks shall be established by resolution of the Council. The application fees and square footage rates or gross sales rates, if any, shall also be established by resolution of the City Council. The resolution approving such fees and rates shall provide for the annual adjustment of fees and rates by the CPI for the previous calendar year, without the need to formally amend the resolution. Notwithstanding the above, the City Manager may establish separate applications for exempted or limited activities or interim regulations or waive the application requirement for specified occupancies by written order.
